GENERAL PURPOSE
This position is responsible for monitoring and enforcing environmental requirements and regulations in accordance with federal, state, and local laws.
REPORTING RELATIONSHIPS:
Reports to: Building Inspector III/Environmental Administrator
Supervises: None
Coordinates: Works with city officials, city department heads, outside organizations, Capital Area Council of Governments, representatives of state and federal agencies, and has frequent contact with the general public.
MAIN JOB TASKS AND RESPONSIBILITIES
• Ensures City’s compliance with the TPDES Small MS4 General Permit (TXR040000), including oversight and implementation of the City’s Stormwater Management Program (SWMP).
• Confirms best management practices (BMPs) and controls are installed/implemented correctly at construction/development projects, per the requirements of the TPDES Construction General Permit (TXR150000) and local ordinances; confirms corrective measures are taken as appropriate; submits follow up reports.
• Enforces City’s inspection and maintenance requirements for privately-owned post-construction stormwater controls. Performs inspection/compliance audits as needed.
• Implements the City’s Illicit Discharge Detection and Elimination (IDDE) program by conducting investigations into suspected illicit discharges and/or connections.
• Implementation of Pollution Prevention and Good Housekeeping procedures for City-owned and operated facilities and post-construction stormwater controls.
• Participates in various City environmental initiatives, including the City’s membership with CAPCOG’s Clean Air Coalition (CAC) and Clean Air Coalition Advisory Committee (CACAC).
• Responds to citizen complaints with excellent customer service by conducting inspections as needed; providing information to the public; and assisting with the resolution of the complaint.
• Completes administrative duties by maintaining records; writing various reports; completing forms and paperwork; writing standard operating procedures; entering data into computer; writing letters and memos; writing program descriptions; designing and coordinating training programs for City employees.
• Assists with the marketing and administration of various programs by developing brochures and teaching materials; making various presentations; developing and writing the Stormwater Management Program and ordinances; representing the department in various meetings and special events; and assisting with City operations with environmental compliance.
• Enforces City Ordinances including, but not limited to: Zoning, Sign, Development, Building, Litter, Junked Vehicle, Parking, Weed, Food Service, Smoking and Solicitation Ordinances.
• Issues code violations, warnings, citations, and files formal complaints with the Lakeway Municipal Court system.
• Appears in court as necessary concerning City ordinances or State statute violations.
• Interprets code regulations and policy guidelines to ascertain effective code enforcement strategies.
• Conveys a positive professional image by action, communication and appearance.
• Exhibits regular, reliable and punctual attendance as an essential function of the job.
• Coordinates with other City departments, County/State/Federal agencies on an as needed basis.
• Performs other related duties as required/assigned.
EDUCATION AND EXPERIENCE
• Bachelor’s degree in Environmental Studies, Environmental Science, or a Science related field.
AND
• Minimum of two (2) years of related environmental services experience.
OR
• Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job.
CERTIFICATIONS, LICENSES AND SPECIAL REQUIREMENTS
• Proof of citizenship and/or eligibility to legally work in the United States.
• Must possess and maintain a valid Texas Class C Driver’s License, with a satisfactory driving record, prior to hire.
• Successfully pass a criminal history background check in order to obtain Code Enforcement Officer license within 18 months of hire with the Texas Department of Licensing and Regulation (TDLR).
• Certified Stormwater Inspector (CSI) or acquire within six-months of hire, additional certifications may be required after hire.
• Certified Professional in Municipal Stormwater Management (CPMSM) by Envirocert International preferred.
KNOWLEDGE, SKILLS, AND ABILITIES
• Knowledge of vehicle maintenance, photography, and office procedures.
• Knowledge of proper safety practices, procedures and regulations applicable to work being performed.
• Knowledge of applicable federal and state laws, ordinances and regulations preferred.
• Knowledge of the Spanish language preferred.
• Ability to read and accurately interpret site plans, construction plans, specifications and reference materials.
• Ability to analyze research to determine applicable ordinances, codes, regulations and statutes.
• Ability to communicate in the English language orally and in writing, any violation and the requirements for improvement and/or rehabilitation to architects, contractors, developers, other City staff, and the public to achieve voluntary compliance.
• Ability to read and interpret maps and/or plans.
• Ability to recognize deviations from drawings and specifications.
• Ability to resolve problems or situations requiring the exercise of good judgment.
• Ability to prepare clear and concise written reports, and present data to provide timely management information.
• Ability to establish and maintain effective working relationships with employees, citizens, contractors, architects, engineers, designers, department staff, and other City departments.
• Ability to meet deadlines and perform multiple tasks under pressure.
• Ability to provide excellent public relation and customer service skills.
• Ability to proficiently operate computers, extensive knowledge of the Microsoft Office Suite Software, and learn and proficiently utilize new computer applications including Incode and Laserfiche software.
WORKING CONDITIONS & PHYSICAL REQUIREMENTS
• Work environment is spent out in the field where noise and temperatures vary and also in an office setting, where noise and temperature levels are moderate.
• Independent field trips are conducted as necessary and may involve working in potentially hazardous areas.
• May work in extreme temperatures in all weather conditions. Significant walking on a daily basis. Subject to wet or humid conditions; sunburn and other sun exposure reactions.
• Exposure to vibration, airborne particles, toxic or caustic chemicals, dust, fumes, loud noises and risk of electric shock.
• May be exposed to herbicides, pesticides and fertilizers; and to stinging and biting insects, poisonous plants, snakes and other wildlife.
• Must be able to drive a City-owned vehicle, to conduct field work and perform essential functions of job.
• Work includes flexible hours, including week-ends, and some on-call.
• The work is medium work which requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
• Must possess the physical ability to work primarily with fingers, perceive the nature of sounds, make rational decisions through sound logic and deductive processes, express or exchange ideas by the spoken word, substantial movements (motions) with the hands, wrists, and/or fingers, and discern letters or numbers at a given distance.
• Additionally, the following physical abilities are required: balancing, climbing, crawling, crouching, feeling, grasping, handling, hearing, kneeling, manual dexterity, mental acuity, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.
